How to read DNA matches across multiple related people to a 3rd party?

I have autosomal tests for myself, my sister, a cousin through my dad's sister, and my mother at Ancestry.com I have a third party that is matched to myself, my sister, and my mom, but not my cousin as follows:

  • My sister — Very High confidence — 4th-6th cousins.
  • Myself — High confidence — 5th-8th cousins.
  • My mom — Good confidence — 5th-8th cousins.
  • My cousin (through my dad's sister) — No match reported.

This seems strange, why would my sister be a much stronger match than my mom, unless either my mom is not a real match or we are connected through both my mom and my dad.

Are there any DNA tools that allow you to better combine multiple DNA tests to better triangulate where a match is coming from? I've got all our tests copied over to both gedmatch.com and FamilyTreeDNA.com. Would either of these sites provide better tools for this case, or is there yet another site I should consider for such analysis?
