She did not "own" it properly, as it was not hers to dispose of. I am not sure but I suspect that the trustees of the will were "in charge" of that part of the estate. When the widow died, it seems like the next heirs were to have an absolute interest (I think that's the term) - they would have full ownership of their share, including the ability to dispose of it as they saw fit. In England this sort of life interest for the widow is typical.
